NOTICE TO CONTRACTORS

Notice is hereby given that sealed proposals for the
performance of the contract above noted will be re-
ceived in the Office of the Douglas County Clerk until
3:00 P.M., Friday, March 3, 2017, and then publicly
opened in the Courthouse, 1100 Massachusetts Street,
Lawrence, Kansas.

Douglas County Project 2017-07 consists of the applica-
tion of yellow centerline markings and white edgeline
markings to approximately 170 miles of roadway in ac-
cordance with the attached specifications. This project
will include application of painted stop bars, diagonal
lines, arrows, railroad crossing symbols, and removal
of existing pavement markings as shown in the sched-
ule of prices. In addition, this project will include an Al-
ternative Bid for preformed thermoplastic symbols and
stop bars. This work will be performed in two (2) ses-
sions during the Summer/Fall of 2017 upon receipt of a
"Notice to Proceed". The "Early Paint" session will be
completed in Summer, the "Late Paint" session will be
completed in the Fall. The bid documents and contract
will provide Douglas County with the option to renew
the contract for up to four (4) additional one (1) year
periods (i.e. application of traffic line markings during
the Summer/Fall of 2018, 2019, 2020, and 2021).

All bids must be submitted on forms obtainable at the
Office of the Director of Public Works/County Engineer,
3755 E. 25th Street, Lawrence, Kansas 66046 or Demand
Star @ www.demandstar.com , and are open for public
inspection. Proposals shall be submitted in sealed en-
velopes, addressed to the Office of the County Clerk,
Courthouse, 1100 Massachusetts, Lawrence, Kansas
66044, upon which is clearly written or printed
"Proposal for Douglas County Project No. 2017-07", and
the name and address of the bidder. Any bids received
after the closing time will be returned unopened.

Copies of the Contract Documents and Specifications
are available from the Office of the Director of Public
Works and County Engineer of Douglas County, Kansas.
All bids must be accompanied by a CERTIFIED CHECK,
CASHIER'S CHECK or a BID BOND for not less than Five
Percent (5%) of the base bid as a guarantee that if
awarded the Contract, the bidder will enter into a Con-
tract and give bond as required. Said check or bond
shall be made payable to the Board of County Commis-
sioners, Douglas County, Kansas.

Contracts will be awarded only to such bidders as are
on the list of Pre-Qualified Contractors for the Kansas
Department of Transportation on the date established
for receiving and opening of bids.

The Board of County Commissioners of Douglas County,
Kansas reserve the right to reject any or all bids and to
waive technicalities, and to award the contract to the
bidder that the Commission deems best suited to ac-
complish the work.

NOTICE IS HEREBY GIVEN that property herein de-
scribed has been seized for forfeiture and is pending
forfeiture to the State of Kansas, Lawrence / Douglas
County Drug Enforcement Unit (DEU) pursuant to Kan-
sas Standard Asset Seizure and Forfeiture Act

1. The $4,900 in U.S. Currency was seized from
under a bed that belonged to Adam Clark, in a bowl and
was rubber banded together in thousand dollar incre-
ments, at 927 Emery Road, Apt. D301, Lawrence, KS
66044 on or about the 16th day of October, 2016, as
property subject to forfeiture.
2. 108 Tetrahydrocannabinol vapor refils were
seized from inside a postal package addressed to Kelly
Hockman at 927 Emery Road, Apt. D301, Lawrence, KS
66044, on or about the 16th day of October, 2016, as
property subject to forfeiture.
3. 44 Tetrahydrocannabinol vapor refils were
seized from under a bed that belonged to Adam Clark
at 927 Emery Road, Apt. D301, Lawrence, KS 66044, on or
about the 16th day of October, 2016, as property subject
to forfeiture.
4. 526.64 grams of Tetrahydrocannabinol wax
were seized at 927 Emery Road, Apt. D301, Lawrence, KS
66044, on or about the 16th day of October, 2016, as
property subject to forfeiture.
5. The conduct giving rise to forfeiture and/or
the violation of law alleged: the defendant properties
are proceeds of and/or was used or intended to be
used in an exchange for controlled substances and/or
used or intended to be used to facilitate felony
violation(s) of the Uniform Controlled Substance Act,
act(s) giving rise to the properties forfeiture, to wit:
Adam Clark engaged in unlawful possession of mari-
juana, with intent to distribute, unlawful possession of
marijuana, unlawful possession of drug paraphernalia
and unlawful acts involving proceeds derived from vio-
lations of K.S.A. 21-5701 through 21-5717. The State
pleads that presumption of forfeitability exist pursuant
to K.S.A. 60-4112(j), (k) and (s).
6. You may do any of the following:
(1) File a verified claim with the District Court,
Plaintiff's Attorney and the Seizing Agency con
tact person; or
(2) Do nothing.
7. The law also provides for provisional return
of the certain property under certain circumstances in-
cluding the posting of a surety bond or a court hearing
on whether probable cause existed when the property
was seized. You may wish to consult with an attorney
before deciding what is best for you. However, if no pe-
tition or claim is filed within thirty (30) days of
mailing/publication of this Notice, your interest in the
property described above will be forfeited. All such re-
quests, petitions and claims shall comply with the
strict affidavit and informational requirements for
claims as set out in K.S.A. 60-4111. Please be aware that
it is a crime to falsely verify an ownership interest or
other information in any request, petition or claim.

Chapter 279

A study of the residential
real estate market in
Douglas County indicates
that a large segment of the
residential market will see
an upward trend from 2016
to 2017. In fact, over 76.0 %
will see a value increase
over last year. A study of
the commercial real estate
market indicates that
66.0% will see an increase
from 2016 to 2017. Values
on specific properties
change because of
changes in the property,
correction of descriptive
information or calibration
of values based on sales of
similar properties.

In accordance with the
provisions in K.S.A.
79-1476, the Property Valu-
ation Division (PVD), Kan-
sas Department of Reve-
nue is required to annually
furnish each county the re-
sults of its study relating
to changes, if any, of the
Use Value of agricultural
land. Changes can and do
occur as a result of several
factors including cropping
practices, commodity
prices and production
costs. Based on the values
per acre provided by PVD,
agricultural use values in
Douglas County have in-
creased from 2016 to 2017.

will hold a public hearing
to consider the adoption of
a neighborhood revitaliza-
tion program ("Program")
for all properties located
within the city limits. A
map of the proposed area
is available in the City

gram may include entering
into interlocal agreements
with Douglas County, USD
#348 and Palmyra Town-
ship for the purposes of
promoting revitalization
and development within
