Work Program (UPWP)

The UPWP identifies and
budgets the transportation
planning activities carried
out with the federal plann-
ing funds allocated to the
Lawrence-Douglas County
Metropolitan Planning Or-
ganization (MPO). A UPWP
is produced yearly and is
amended as necessary to
reflect changes in MPO
funding and/or work
tasks.

This UPWP amendment is
a revised version of the
2016 UPWP Amendment
adopted by the MPO on
November 19, 2015.

The 15 day public com-
ment period for this UPWP
Amendment will start on
June 29, 2016 and end on
July 14, 2016. This UPWP
amendment will come be-
fore MPO Policy Board for
approval at the July 21,
2016 meeting. Public Com-
ments received will be re-
ported and considered by
the Policy Board where de-

HANDBILLS AT INHABITED
PREMISES. (A) No person
shall throw, deposit, or
distribute any commercial
handbill in or upon private
premises which are inhab-
ited, except by handing or
transmitting any such
handbill directly to the
owner, occupant, or other
person then present in or
upon such private prem-
ises. In case of inhabited
private premises which
are not posted as provided
in Section 14-114, such per-
son, unless requested by
anyone upon such prem-
ises not to do so, may
place or deposit any hand-
bill in or upon such inhab-
ited private premises, if
such handbill is placed or
deposited as to secure or
prevent such handbill from
being blown or drifted
about such premises or
sidewalks, streets, or
other public places. Mail-
boxes may not be used
when so prohibited by fed-
eral postal law or regula-
tions. (B) The provisions of
this section shall not apply
to the distribution of mail
by the United States, nor
to newspapers which shall
be placed on private prop-
erty in such a manner as to
prevent their being carried
or deposited by the ele-
ments upon any street,
sidewalk, or other public
place, or upon private
property. SECTION 4. Exist-
ing Sections 14-113, 14-114,
and 14-115 of the Code of
the City of Lawrence, Kan-
sas, 2015 Edition, and
amendments thereto, are
hereby repealed, it being
the intent of the Governing
Body that the provisions of
this ordinance supersede
them. SECTION 5. If any
section, sentence, clause,
or phrase of this ordinance
is found to be unconstitu-
tional or is otherwise held
invalid by any court of
competent jurisdiction, it
shall not affect the validity
of any remaining part of
this ordinance. SECTION 6.
This ordinance shall be in
full force and effect from
and after its passage and
publication as provided by

WHEREAS, at its May 3,
2016, regular meeting, the
Governing Body passed
Resolution No. 7160,
wherein it recited that, in
accordance with the Un-
safe and Dangerous Struc-
tures and Abandoned
Property Act of 1961 ("the
Act"), codified as
amended at K.S.A. 12-1750
et seq., and Chapter V, Ar-
ticle 11 of the Code of the
City of Lawrence, Kansas,
2015 Edition, and amend-
ments thereto, the Enforc-
ing Officer for the City of
Lawrence, Kansas, had
filed with the Governing
Body a written statement
averring that the struc-
tures located on that real
property commonly known
as 1231 Pennsylvania
Street, Lawrence, Douglas
County, Kansas, the legal
description of which is set
forth at Section 2, infra,
are unsafe and dangerous;
WHEREAS, in Resolution
No. 7160, in accordance
with the Act, the Govern-
ing Body directed the
owner, the owner's agent,
any lienholder of record,
and any occupant of said
structures to appear be-
fore it in the City Commis-
sion Room, First Floor, 6
East 6th Street, Lawrence,
Kansas, on June 21, 2016,
at 5:45 p.m., to show cause
why said structures
should not be condemned
and ordered repaired or
razed and removed as un-
safe and dangerous struc-
tures; WHEREAS, in ac-
