2nd floor northeast
bedroom/office on or
about the 21st day of July,
2014, as property subject
to forfeiture. The conduct
giving rise to forfeiture
and/or the violation of law
alleged is: the property is
the proceeds of and/or
was used or intended to be
used in exchange for controlled substances and/or
used or intended to be
used to facilitate felony
violation(s) of the Uniform
Controlled Substance Act
and an act(s), to-wit: On
or about the above date
Christian Ballard and Victoria Carol Ballard, at the
above location violated
the Uniform Controlled
Substance Act as follows:
Possession of marijuana
with intent to distribute,
possession of drug paraphernalia for distribution;
possession of drug paraphernalia for introduction
into the human body, unlawful acts dealing with
drug proceeds. The State
pleads that presumption
of forfeitability exist pursuant to K.S.A. 60-4112(j)
and (k).
You may do any of the following:

(1) File a verified claim
with the District Court,
Plaintiff's Attorney and the
Seizing Agency contact
person; or
(2) Do nothing.
8. The law also provides
for provisional return of
the certain property under
certain circumstances including the posting of a
surety bond or a court
hearing on whether probable cause existed when the
property was seized. You

Bids . SUBJECT to the Notice of Bond Sale dated August 5, 2014 written bids will be
received on behalf of the Clerk of the City of Lawrence, Kansas (the "Issuer"), in the
case of written bids, at the address set forth below, and in the case of electronic
bids, through PARITY until 11:30 a.m., Central Time, on September 9, 2014 for the
purchase of the above-referenced bonds (the "Bonds"). Separate bids must be submitted for each series of Bonds. No bid of less than 99.5% of the principal amount of
a series of the Bonds and accrued interest thereon to the date of delivery will be
considered.

Bond Details . The Bonds will consist of fully registered bonds in the denomination
of $5,000 or any integral multiple thereof. The Bonds will be dated September 25,
2014.

The Series 2014-A Bonds will become due in principal installments on September 1 in

The Bonds will bear interest from the dated date at rates to be determined when the
Bonds are sold, which interest will be payable semiannually on March 1 and September 1 in each year, beginning on March 1, 2015.

Book-Entry-Only System . The Bonds shall be registered under a book-entry-only
system administered through DTC.

Paying Agent and Bond Registrar . Treasurer of the State of Kansas, Topeka, Kansas.

Good Faith Deposit . Each bid shall be accompanied by a good faith deposit in the
form of a cashier's or certified check drawn on a bank located in the United States of
America, a qualified financial surety bond or a wire transfer in Federal Reserve
funds immediately available for use by the Issuer. The good faith deposit for the
Series 2014-A Bonds must be submitted in the amount of $555,900, and the good faith
deposit for the Series 2014-B Bonds must be submitted in the amount of $391,900..

Delivery . The Issuer will pay for printing the Bonds and will deliver the same properly prepared, executed and registered without cost to the successful bidder on or
about September 25, 2014, to DTC for the account of the successful bidder.

Assessed Valuation and Indebtedness . The Equalized Assessed Tangible Valuation
for Computation of Bonded Debt Limitations for the year 2014 is $949,978,557. The
total general obligation indebtedness of the Issuer as of the issue date, including
the Bonds and the temporary notes being sold contemporaneously with the Bonds,
but excluding the temporary notes to be retired with a portion of the proceeds of
the Bonds and temporary notes, is $185,010,000.

Approval of Bonds . The Bonds will be sold subject to the legal opinion of Gilmore &
Bell, P.C., Kansas City, Missouri, Bond Counsel, whose approving legal opinion as to
the validity of the Bonds will be furnished and paid for by the Issuer, printed on the
Bonds and delivered to the successful bidder as and when the Bonds are delivered.

A RESOLUTION RELATING
TO AND AMENDING A REGULATED PLANNING AND
ZONING CLASSIFICATION
WITHIN THE UNINCORPORATED TERRITORY OF
DOUGLAS COUNTY, KANSAS.

WHEREAS, by Ordinance
No. 8999 adopted June 17,
2014, the governing body
of the City of Lawrence
de-annexed the land set
forth below, thus bringing
it within the unincorporated area of Douglas
County, Kansas; and

WHEREAS, the Lawrence
-Douglas County Planning
Commission, after holding
a public hearing on May
19, 2014, as required by
and in accordance with,
K.S.A. 12-757 and the Douglas County Zoning Regulations, has recommended
that the Board of County
Commissioners change the
zoning classification of
land set forth below, the
nature and description of
such change being fully
set forth below;

WHEREAS, on June 18,
2014, the Board of County
Commissioners, of Douglas County, Kansas found
that, for the purpose of
promoting and protecting
values throughout Douglas
County, Kansas, or for any
one or more other purposes, the Douglas County
Zoning Regulations should
be amended as recommended by the
Lawrence-Douglas County
Planning Commission by
changing the zoning classification set forth below.

NOW, THEREFORE, BE IT
RESOLVED BY THE BOARD
OF COUNTY COMMISSIONERS OF DOUGLAS COUNTY,
