Notice of a Public Hearing for Proposed
Improvements at LAWRENCE MUNICIPAL AIRPORT
LAWRENCE, KANSAS

The City of Lawrence, Kansas intends to undertake the
following proposed improvements at the Lawrence Municipal Airport based the airport's submitted five-year
airport capital improvement program (ACIP):

The proposed improvements, contingent on
FAA-approved grant funds, are:
o Perform drainage study on a portion of the airport
(67 acres);
o Construct T-hangar and access taxiways (11,650
square yards; 300 feet by 350 feet);
o Prepare (grade and disturb) area for planned landside development (50 acres);
o Construct perimeter fencing (27,400 linear feet);
o Rehabilitate general aviation apron (32,350 square
yards; 420 feet by 693 feet);
o Rehabilitate (and strengthen as a consequence) Runway 15-33 (63,333 square yards; 100 feet by 5,700
feet);
o Extend Taxiway D to full parallel (4,950 square
yards; 35 feet by 1,272 feet); and
o Construct Phase I (16,500 square yards; 420 feet
by 353 feet) and II (23,400 square yards; 185 feet by
1,138 feet) GA Aprons.

The City of Lawrence is providing notice of a public
hearing where its representatives will address the proposed developments' potential economic, social, and
environmental impacts. In addition, the meeting will
address the development's consistency with the goals
and objectives of the affected area's land use or planning strategy.

Potentially affected environmental resources include:
o Compatible Land Use
o Construction Impacts
o Federally-listed Endangered or Threatened Species
o Historic and Archeological
o Social Impacts
o Water Quality
o Wetlands

LAWRENCE, KANSAS OF
NOT TO EXCEED
$1,600,000 AGGREGATE
PRINCIPAL AMOUNT OF
TAXABLE INDUSTRIAL
REVENUE BONDS (THE
DWAYNE PEASLEE TECHNICAL TRAINING CENTER,
INC.), SERIES 2015, TO
PROVIDE FUNDS TO ACQUIRE, CONSTRUCT AND
EQUIP A PROJECT FOR
THE DWAYNE PEASLEE
TEHCNICAL TRAIINING
CENTER, INC. AND AUTHORIZING AND APPROVING CERTAIN DOCUMENTS
AND ACTIONS IN CONNECTION WITH THE ISSUANCE
OF SAID BONDS.

WHEREAS, the City of Lawrence, Kansas (the
"Issuer") is a municipal
corporation and political
subdivision duly organized
and validly as a city of the
first class; and WHEREAS,
the Issuer is authorized by
K.S.A. 12-1740 to 12-1749d,
inclusive, as amended
(collectively, the "Act"), to
issue revenue bonds, the
proceeds of which shall be
used for the purpose of
paying all or part of the
cost of purchasing, acquiring, constructing, reconstructing, improving,
equipping, furnishing, repairing, enlarging or remodeling facilities for agricultural, commercial,
hospital, industrial, natural
resources, recreational development and manufacturing purposes; and
WHEREAS, pursuant to the
Act, the Issuer proposes to
issue its Taxable Industrial
Revenue Bonds (The
Dwayne Peaslee Technical
Training Center, Inc. Project), Series 2015 (the
"Bonds"), in an aggregate
principal amount not to
exceed $1,600,000, for the
purpose of (a) acquiring,
constructing and equipping a commercial project
for The Dwayne Peaslee
Technical Training Center,
Inc., a Kansas not for profit
corporation (the
"Corporation"), and (b)
paying certain costs of issuance, all as further described in the hereinafter
referred to Bond Indenture
and Lease Agreement; and
WHEREAS, the Bonds will
be issued under a Bond
Trust Indenture dated as
of the date set forth
therein (the "Bond Indenture"), by and between the
Issuer and Security Bank
of Kansas City, Kansas
City, Kansas, as Bond Trustee (the "Bond Trustee");
and WHEREAS, the Corporation will lease the Project to the Issuer pursuant
to the Base Lease Agreement of even date herewith (the "Base Lease")
between the Corporation
and the Issuer; and
